If you're talking about the entire plastic frame, it's simply siliconed on. If you're talking about a repair of broken plastic, I'd recommend epoxy or a totally new frame. For common tanks, your LFS can order a new frame.

Good stuff @navillusii. If you haven't done it yet, getting the old frame off can be a .......... well you know. Getting razor blades / exacto knives up under the frame helps in cutting off the old silicone.
