I purchased a Watchman Goby from Live Aquaria a few weeks ago. I noticed the outside of his lip was white, slowly it has gotten worse. I tried a 5 minute freshwater dip once. I have been feeding him clam and he has been eating very well, I have soaked the food in Selcon and Garlic but the lip is slowly getting worse. What is this? At this point it is looking like his jaw is exposed.

It could be a bacterial infection; I suggest you put him in a quarantine tank and treat him using Metroplex. Though before you do that it be nice to get a closer up picture or video to confirm it.
 
I had something similar once on my maroon clown. He ended up healing but had a scar that kind of left him with a cleft lip
 
Actually, according to Metroplex, it's supposed to be reef safe so you can treat it in your DT if needed.
 
I am setting up an old Trigger systems 10 gallon ATO as a separate treatment tank. What about Seachem Sulfaplex? Closer picture but my blues were on at the time.
