Going barebottom vs. Dinos/Cyano

Previously white sand is covered in this stuff. Doesn't look like it's worth saving anymore, and the look of it just doesn't suit my tank, either. How much of a risk of Dinos/Cyano returning is there if I remove sandbed, and what could I use in conjuction with going barebottom to eliminate Dinos/Cyano?
 
The same some Dino like sandbed the others like rock and walls. Cyano can grow on rocks as well. Detritus will be easier to clean that’s for sure.

(Hint: Bare-bottom vs not can be an aesthetic or pragmatic choice....no need to reference dino's. I'd still suggest reading just to be sure you're not engaging in other behavior that could encourage a relapse like GFO.)
