Take the cover off and make sure that there is not an insect or mouse nest in there that is causing the burning smell. Worth a shot before you trash it.
apon further inspection it seems somehow the wires to the power switch burned up thats what was sparking and making the burning smell i actually will be able to repair it also the inside of this ballast was filled with dog hair in the fans im going to take apart the other two ballasts and give them a good cleaning

Tbh I know a lot of purists will say magnetic ballasts or nothing but switching to electronic ballasts with no fans has been wonderful. I get just as much par and the ballasts have no moving parts and are basically operating at slightly higher than room temperature. Almost zero heat. Compared to the magnetics which were almost too hot to touch. Like a pan taken off the flame 3 minutes removed
 
Good. All decade-plus equipment needs something from time to time. My fans get covered in dust and I have to clean them every few years and they get a lot more quiet.
