Goldfish help for neighbor

Hi all,
My neighbor is asking for help with her goldfish and I’m not much of an expert on these. Was hoping someone may have some additional insight. Fish is lethargic, has loss of appetite, and there is a small red/white growth underneath the eye. I don’t have any parameters to give on the water unfortunately. I know she uses some freshwater salt and she’s had the fish for a few years without any additions

Any help would be appreciated onthe little information I have.
