Gonipora stalks swelling up

Hi all I have had to drop flow down because clownfish are getting used to higher flow but today (after 3 days low flow) Gonipora looks like this. Is it normal?
it looks like a tentacle is stuck to another

It likes some medium flow, also medium light. It looks like your zoa's in the background are stretching for more light.
