Good alagea and a cycle question

I have been cooking my new DRY rock for 2 to 3 weeks and this past weekend I did the aquascape and of course the ammonia increased as expected with the cement. It has since calmed down and here is my plan.. Please tell me if this makes scenes.. I may have asked part of this question already but there is A LOT to know!
And keep in mind, no livestock tiill cycle is complete!

My new tank with cooking rocks (appx 2 to 3 weeks) is 68g. Today I am going to drain ALL the water and rinse rocks, add my sand (live) add about 10 to 12 gal from my current 29g (Doing WC) add another 10 to 12 g of store sea water (similar to what they use on Tanked) for 20 to 24 g of established water.
Then mix the rest with distilled and Red Sea Coral Pro Salt.
In the sump:
Add some live rock from my established tank and sponge from my HOB
I was also going to add some good alage to the sump w/rubble (which has been cooking with the rocks)
Hook up skimmer, heater & PH.
Then Test.
I'm hoping pre curing the rocks some and adding all the stuff from my tank should complete my cycle.
Is anything I said stupid to do? Like the macro algae in refrugiam? Or store sea water who someone bragged about!
Should tank be established before I set up refuge...I'm thinking it would help keep new algae blooms in check!

Would love t hear opinions.. I'm doing this today!
 
I'd add the algae after the heat, but otherwise, nothing seems unreasonable to me.

Thanks! I'm happy t hear I'm on the right track..I was thinking of putting the heater i the overflow box up top for now since its long and the tank is tall it would hid in there nicely.
I'm not sure but I know the store sells it so Im going to pick it up in a little while but they told me it was from Ft Lauderdale and customers love it and use it to mix with WC. Any brand you can recall I should avoid?
