Good or bad starfish?

They are not bad but can over populate if you let them. I suggest taking them out as they eat the coralline algae in your tank.
 
It really depends on what species you have. Most are harmless and beneficial. Others will eat your coral. I would keep an eye on them and remove if they are causing an issue. If they are not I would leave them as since they are on a rock and not a coral they are most likely harmless.
 
There have been reports of it, but little in the way of actual proof.... so there's a lot of debate back and forth about that. People will debate it until there is more actual evidence of it. Thing is, there are a bunch of different species of asterina, so I doubt they all act the same, especially under these artificial conditions. I don't care for them personally and will remove them as I see them on the glass or rock. My rock looked like it had chicken pox when they left all these white spots on the coralline.
 
I have similar looking ones with the red coloring on the back, and they love to eat zoas. I take out every one I see.
 
I have had them for decades in huge quantities and I have never had a issue. Mind you I have the white ones and not the red color ones like Elysium.
