A little hard to say for certain in that pic, but it looks like a nodule of bubble algae. It's a pest algae. Remove it with your fingers or tweezers.

Try not to pop it as you remove it. Some believe popping it can release spores and cause it to spread quicker. Personally, I'm not convinced of that (had a few pop and did not end up with it spreading), but better safe than sorry.

Thats what I thought it was!! Netted and binned it!! Thanks a mill!!
 
Valonia. Bubble algae. Just carefully pull it out. If it pops when you pull it out, if any little bits of tissue are left behind they will grow into a new bubble wherever they land.
