Hello so I was wondering if I could put a return rate of gph800 on a tank that is 61 gallons I know each tank is different and people have different preferences but just want to make sure this was fine

Yes that is okay to use.

To be precise you will need to measure your head high, but you should be fine. I used a Sicce 5.0, which has a max flow of 1320 on a 120 gal tank with a sump, total water volume of 120 gals with no issues.
