Artificial grass in the aquarium?
Artificial grass, grass mats, offer an ideal surface for organisms. It offers a very large surface. It provides protection. It can be used in biofilters, among other things. Artificial grass matt is well permeable to water and easy to clean.
When bought as a leftover it is very cheap.

Is it reef-safe? Does anyone use it?

I don't know. But I would think the base or rubber backing the "grass" is embedded in might very well not be. Might be the first to give it a go and report back your findings. You can try and contact the manufacturer and see what it all is comprised of and then refer to the "Reef Chemistry Forum".
