What are these and is it good or bad?

Bubble algae.....not good.

Yep. I’ve had good success pulling it out. Mix up a half gallon of salt water. Pull the rock out. Pull the algae off by hand/tweezers in the sink. Rinse with salt water. Don’t pop the bubbles in your tank.
 
Agree, bubble algae, not good. You can't pop them because it will release spores and cause them to spread more.

I had a really bad outbreak, covered the inside of my overflow. I used a vac and pulled them out with tweezers while sucking the water from around it. My plan was to suck out the spores while removing the bubbles. I also dosed vibrant for several weeks. That along with emerald crabs took care of them for me.
