Green Algae Identification

Can someone tell me what this algae is. Its not (or dont think it is) hair algae. When it is in the sand bed i can pick it up in 'sheets' and lift it right out of the tank. I can not scrub it off the rocks. When cleaning the glass it peels off in a thin sheet i can pick out with a fish net. I am hoping it is the start of colaline. Used dry rock rock so no live rock to introduce coraline to the tank and i have not dosed any coraline supplements.

if its the death of anther tank please dont tell me. the first tank was plagued with poor advice, lack of patience, countless fish funerals, and large credit card bills.

Tank is about 1 year old after a complete re-do
Currently only 3 fish (clown, cardinal, Blue Jaw Trigger) and a small clean up crew
so far avoided the ugly stage by taking forrr-eevvvv-errrrr to get parameters right and a slow add of fish, lights, and weekly testing.

Alk: 10.5 - 11.2
Phos: .03-.07
Ammon / Nitrite have been 0.00 for 6 months or longer

There is no hair on it. Its not slimey. I cant blow it off and cant scrape it off the rocks. Being in the sand bed is concerning to me.

Even tried to place a few snails right on it to see if they would eat it and they didnt. went all around it and back to other parts of the rocks.

It is on everything, mostly rocks but it is on the glass and power heads. I can scrape it from the glass and wipe it off the powerheads easily. once i scrape the glass i can scoop it out of the tank with a fish net.

I can literally reach down and pick it up off the sand bed in 1 piece and it brings the sand with it.

After some further research where i was hoping this was going to be the start of coralline it appears that it isnt.

Any help on what it is and how to get rid of it would be appreciated.
