I did a 25 on wednesday if that makes a difference in anythingLooks like a bloom. Yes to a water change (maybe 25% to start), no to copepods - and yes, a UV and carbon (if you're not already using any) will probably help in the future.
As @BanjoBandito suggested - listing your livestock, water parameters and any supplements that you're using would be helpful.
