Can someone tell me what this is and how to treat it.?

Looks like the start of green hair algae. Usually from high nutrient levels in the water. Do you have test kits for the water? What kind of lighting and how old are the bulbs?
 
I'd say nutrients are the issue if nitrates are at 15ppm..how old is the tank?
 
Hard to tell from the picture, but it kinda looks like byprosis.
 
15 Trates isn't bad, Im thinking your phosphates are to high. Looks like Hair Algae.
Throw a few more snails in there, they'll mow it down.
