Green hairy like Algae issue

Hi Guys,
I'm having green algae issue as shown in pics. I'm not able to get rid of those. I tried 3 days black out, 5 days black out. It came back again. Tried dr Tim's waste away still didn't workout. Can someone please help me with some suggestions.
Nitrate:0
Phosphate: 0
Ph: 8.3
Salinity: 1.25
