Green jelly algae in predator tank

Having an issue with this jelly type algae in my predator tank. My nitrates are at 0 and phosphates are .16. Is there some sort of additive to help control this? I can’t use a cuc do to the type of fish I keep, triggers and wrasses. It’s only on one side of the tank too.

If its algae you can try blacking out he tank for a few days.
 
I've tried blacking out for a couple days and it doesn't do much. It's a weird jelly-like algae that I've never seen before. My lfs recommended this stuff called Razor from brightwell. I'm in the middle of dosing that so we'll see.
 
Could be green cyano ?
