Green Mandarin - Identify Possible Illness

I just picked up this Green Mandarin from my LFS and it was having some heavy breathing and seemed to be stressed when I first introduced it a few days ago. However today I noticed what looks to me some flesh rot? But I am not sure. Could you all help me with what I need to do to treat this, if it is at all possible to treat! I do have a quarantine tank that I can treat it with once I know what to do.

White filmy looking areas should be viewed with great suspicion. Looks like the beginning of a bacterial infection. Is the fish eating?
