My 3 month old 20 gallon is not looking good. In the last two weeks the rocks started turning green (not hairy) and water is cloudy. Water changes were done but didn’t help. Water tests were in range. All live stock seem happy. Is this an algae bloom?

Does the stuff on the rocks blow off or is it more like hard shelled? If it is hard then it most likely is the start of coralline algae. This is how my rocks started as well. The cloudy water most likely is an algae bloom. It should clear but you can help it clear by getting a Marineland Magnum in tank micron filter if you want to clear it fast. I have no experience with UV so I don't know if it will or not.
This is what my rock looked like 2 months in:
Mostly green with some turning purple. About 3 months later(5 total) it looked like this:
Most of the green turned purple and in another month it was completely purple....
