How far under water level would be a good spot to place green slimer for long term growth?. I need a good starting point. I don't want to get out my hedge trimmers every 2 months. My tank hight is 27 in.

Depends on your lighting but I find Slimer to be quite tolerant of a little lower light. Mine is approx. 7 inches below water level and is only lit by 2 T5's and 2 Eco Stunners. That being said I have a little slower growth than most ( I don't own hedge trimmers lol )

its tolerant of most decent lighting. I dont think there is much you can do once it settles in, I have to frag mine back every month.

I have 250W HQI DE 20k and 2 PC's 2ft. on a 2x2x27H cube. I'm going to re-aquascape. I have a chalice around 12x14 or so and want to drill a 1 or 1 1/2 in. hole in the chalice and put the green slimer frag in the hole. right now the chalice is about 10in under the water line. I don't know how tall the slimer will get? I might have to lower the chalice to 15in under water line?

12-15 should be great with that lighting, not sure if this is a good idea or if it would even work but how bout a dab of glue at the tips where you want it to slow down or change direction?
