Howdy, can somebody help me identify this? Algae?

How do you suggest removing it?
I water change weekly and try to remove as much thru gravel vacuum but it just won't go away

I believe what you are doing is about all, though there is an opinion out there about nutrient levels and organic waste causing cyanobacteria growth. In general, the higher the nitrate level and with enough phosphate, the more photosynthetic organism can grow.
What is the nitrate level in your system?

Its definitely high around 25 to 50
It's an AIO tank and my export is thru water changes and protein skimmer
