Green turf algae won t go away

Hi I have been battling green turf algae for so long now and it will not go away all of my water levels are good but I don’t know if it is because of my lights I took the rocks out and washed them in the reef water that was in the tank already like 2weeks ago and it’s back already my phosphate is at 3 and nitrate at 10 should I try vibrant?

Can we get a picture of the tank? How long has the tank been up and running?
When you say phosphate is at 3, do you mean 0.03ppm?

It has been up and running for about 3 years
 
And I have been fighting this algae for about a year now and I’m done with it
 
Do yourself a huge favor and get a algae scrubber, problem solved
 
Bro I’ve scrubbed the algae off more than 30. Times I’m tired of it I need to get rid of it so it won’t come back

It will grow turf algae on a screen in your sump so that it doesn't choose to grow in your display on your rocks.

But, you didn't answer a question above and I think it's a pretty important distinction. Your Phosphate, is it at 3? Or 0.3? or 0.03? A Phosphate of 3 is ridiculously high, so we need to know what you're working with before we can attempt to help you in ways where you're not purchasing more equipment.
 
Ok, 0.03ppm is good (though I try to keep mine between 0.06 and 0.1 just so it doesn't bottom out on me).

What do you have as far as clean up crew goes? What algae eating fish?
 
I have an urchin and a emerald crab I also have about 20 turbo snails I also have a yellow head wrasse and a Clark clown
 
Ok I’ll look into a scrubber is there anyway I could like add like a liquid remover like vibra

I also have 2 tanks with green turf algae that just won't go away. Both have refugiums, don't they function like an algae scrubber? I also have a good clean up crew including hermits, snails, conches and 1 tank has a diamond goby who just can't keep up. Phos is 0.06 in 1 tank and 0.08 in another. I clean the sand bed when doing water changes (2x a week for about 12 % total) as well as with a turkey baster. What am i missing here?
