I got this piece of gsp a week ago. Since then the only difference I noticed is that there are a few glowing dots on the mat which I’m assuming are the gsp itself.
So how long does it take to come out?

I'll chime in. Okay, it's most likely still adjusting to your water pramameters.

The "glowing" spots are it's polyps starting to extend. That's a good sign. As long as the tissue is "purple" looking, it should be okay.

Flow should be high to medium. Lighting medium or mid tank.
 
That's a nice piece of GSP. It could take days to a few weeks for it to open. The coral itself is extremely hardy, we had some live after being out of the water for 8 hours during a move. I'd just focus on stability and make sure it's not getting blasted with flow. Medium indirect flow worked well for us.
 
Not sure if this helps but mine came out on day 2 (today) when I turned up the blue light. Have about ~30W LED (SBreeflighing: SBOX) with 3:1 blue to white ratio (i.e. 165W @ 10% white 30% blue).
