My tank just got over an algae bloom that lasted about 3-4mo & while that was going on I got lazy and didn’t take care of my tank. I got this gsp before the bloom happened and it used to come out now it doesn’t. It’s looked like this since the algae started. A piece of it even broke off. Im not sure if it’s dead, I’m hoping it isn’t. If it isn’t anyone have suggestions on how to care for it and getting it back healthy? I’ve attached pics of how it used to look verse it now

Okay. Should I put it at the top or bottom of my tank
If it's opening up where it is I'd say best to stop moving it. Every time you move a coral (or make any change to its environment for that matter) you're stressing it. I have GSP on the sand and growing next to montis... it's not a very picky coral.
 
It’s fine, GSP usually bullet proof, within reason.
If you like it where it is, then leave it. GSP will grow anywhere, likes to travel upwards if allowed.
While it has substrate, From time to time it will retract for maybe two days or so, normal process, expand a bit, then extend, expand, extend, and so on.
