hailea water chiller FAN

As you probably know there is a fan behind the condenser. I've opened my hailea water chiller today to clean it.I did a little test to check the Fan. Therefore I turned the chiller on but the fan didn't came in service and there is no motion but I colud swipe it easily by finger.As I have no knowledge about the system ,I wondering is it necessary for Fan to turn all the time or it has a sensor and it would came in service when it gets warms in the compressor or the return line?!

I would expect the fan will only come on if the thermostat detects temperature above the set high level and activates this and the compressor. I have a HC-150 and I only hear it operating when temp is high which is in line with this - I don’t hear a fan noise at other times.
 
I've been using the HS 66A chiller for 2 years now. The fan comes on whenever the unit is chilling. If your not hearing the fan the compressor isn't running. If your hearing the compressor and the fan isn't running then I'd say it's faulty.
