hair algae and just bad bad bad

[Ineedhelp]

I lost my job, had no money really no motivation but I did what I could to keep my tank alive. Now my water is low (which I am making water now) however I have a HORIBLE hair algae outbreak! Please help! I got a new job and I am ready to bring this 90 gal reef and fish tank back to life! I dont have any fish nor critters at this moment.
