I have hair algae starting to grow on my rocks and need help with killing it and removing it from the tank before it gets out of control. I was thinking about getting some turbo snails what do you think? Thanks.

Snails work great! You may also need to look at how you are removing nitrates rom your system. WC? Algae export? DSB?

I do a water change every two weeks. If the phosphate is high how can I lower it? My nitrates have been staying at about 10 ppm.

Tell us more about your setup.

I was battling gha for months. I setup a refugium, ran gfo, lowered feeding, and wc's. Not much changed until I started to up my mag over 1200 and lowered my lighting intensity and duration. 90% of my gha is now gone. I also added $100 worth if inverts that probably helped a lot. I no longer run gfo and I feed pretty heavy. Gha is a pita. Good luck

Use SeaKlear to get the phosphates out immediately, then you can either stick with that, (a liquid remover) or jump to GFO using a reactor.
Turbo Snails
Sea Hare
Astraea Turbo Snail
Banded Trochus Snail

I would definately run a GFO reactor.....you may want to increase your water changes to every week as well (assuming you are using phosphate free RO/DI water). The snails will help clean it up and keep it in check but you want to cut it at the source if possible.
