Do lawnmower blennys,emerald crabs or cleaner shrimp eat hair algae

Lawnmower blennys would be the best choice of the 3. If your tank is large enough, a foxface will be even better.
Do you know why your having algae problems?

I went on vacation and i didnt have a water change for about 2 weeks so my phosphates got really high

Just do lots of water changes to lower the phosphates. It might take a while, but it will work. Turbo snails are a good choice aswell as the fish.
What size tank is it?

I would avoid the emerald crab. Just caught mine with a death grip on my baby foxface's tail. Crab is now anemone food.

I have a large bicolor fox face in my 190 reef. He grazes constantly! Need to keep him fed well or they may eat zoas and LPS though.
