If it's above the waterline and you don't want to put it back in the tank without knowing what it is, I'd suggest putting it in a container of tank water and taking pics of it under white light.

That said, with the current pic, I'd guess it's some kind of cowry or similar snail:
That’s actually how cowries look when they’re active - they cover their shell with their foot (and a lot of them have strange textures - for lack of a better word at the moment - to their feet which would explain the things “growing” off of it).

If you Google some pics of cowries, you’ll see a few examples.
 
My post was bad. I actually don’t care what level it is in the tank. I just thought I should supply more words than “what the heck is this.”
