It runs hps bulbs... tomatoes indeed. But in light of the date....if youre fishing yes it will grow those plants also....
Side note that dude was growing a whole lot of "tomatoes"
 
if you check craigslist, We have a lot of tomato growers here in California.
 
It can work on a reef with the right bulbs. 400 watt metal hailides are not hard to find for the reef tank. The reflectors are not the greatest but should still work. I have run 400 watters in the past keep good air flow to remove as much heat as possible

I could be wrong bu i do t think they make reef friendly bulbs for the ansi s 51 ballast? Thought it was only hps bulbs for the aforementioned tomatoes
 
Except those are M59 ballast. It says they are designed for 400 watt MH bulbs....
 
Just get the right type of MH bulbs. I used and loved the Ph 14Ks.
