is it ok to reach in bare handed and adjust power heads etc..?

Be sure your hands don't have residual soap on them, or lotions, or cologne, or other types of ointments you may forget about. Even then, the small amount might not cause an issue (other than messing your skimmer foam up for a short while). But why risk it, so I always wash/ rinse my hands with just water before putting them in the tank.

Indecision may or may not be my problem.
I always rub my hands together under running water for a minute or so before starting any tank work. I do the same thing with my siphon, feeding pipettes, and poking stick.

Well almost all electrical devices say too unplug them before reaching into the water....but almost no one worries about that.

You should always wear gloves when your hands are in the tank. Not as much for protection of the tank as for your own protection. There are many dangerous things in our tanks particularly zoas and palys which can have very potent neuro toxins.
I'm not saying I do wear them all of the time, but you definitely should as much as possible.

I wear gloves for zoas and palys. I wish I would have wore gloves the last time I touched hydropora, that stuff is nasty when it comes to stinging critters in the hobby. Made me not want any for my own tank real quickly.
