Hang Off Back Filter

So I have a hang off the back filter I am growing Cheeto in. It is now covered with a browny film. Should I remove the Cheeto and clean it?

Yes. It’s likely not getting enough light, water flow and oxygen in that small area

Well I don't know how to reply to the light part. It is a finnex with its own white or white blue mix I have it on white. Thanks for the advice
