Hanna LR nitrate liquid reagent a hi781A

I have an abundance of the other reagents and filters but no reagent a. Shipping issue…. How can I make for cheap? Image below shows it is 2 to 3% ammonium hydroxide. Can I just dilute something I buy on Amazon or from the grocery store? Any product recommendations? Why do other sections of the Hanna form say 32%, is that the threshold at which it is a hazard?

You may be able to use ordinary unscented and uncolored household ammonia without any dilution or a little dilution if you want.. It is often 3% ammonia.

Where did you end up with this problem as I have the same issue. No HI781A reagents but a ton of B&C packets.
