Happy/Unhappy Anemones?

Hi all, my RBTA in my frag tank looks unhappy and have short tentacles, and they have been like this for few months now. I don't think they are dying, but still not very happy either.
They are natural split from the RBTA in my display tank, which have long tentacles and bubbles up from time to time.

Salt: 1.024
NO3: 16
NO2, NH4: 0
Alk: 8.3

Thanks! So they are just ... small? The baby's tentacles are significantly shorter and smaller than the mothers in the display tank...
