Hard plumbing help?

Anyone know what kind of material this is wrapped about the pipes?

It's not on any threads and looks like it's making the smaller pipes fit into the bigger sized elbows?

I'm trying to redo all the joints and not sure what this is, can experienced hard plumbers help? Also can I use the pvc cement over this material AFTER redoing them? Thanks

Is it not Teflon Tape, aka thread tape used to prevent leaks when screwing together threaded pipe??? That's what it looks like. Found in the plumbing section of your big box store.
 
No, you'll need to find a PVC adapters of the right size for the two pieces you're cementing together. Sometimes it's a pain if they are odd sizes. Try your local big box or plumbing store or flexpvc.com has some odd, crazy, hard to come by pieces.
 
Unfortunately I'm in the uk and don't think it's easy to find an adapter for red seas fitting
