Hard water stain

Test filling my tank before aquascaping and realized the water level on my reefer 350 is lower than the hard water stain. I can’t add any more water other wis the float valve ato in the sump will be completely under water

Any advice would be awesome

You don't have your return pump running, the height of the water, once it is running and you have flow in the tank you'll be at or above that level.

I do have it running and it’s still about a 1/2 in under the water mark
 
It isn't running in the picture, so I based my response on that. My rimless tank gets dirty like that, I just run my fingers across it. Your water level looks low to me though.
