Hard White Powdery looking substance

Hey guys I have this hard white powdery looking bits on my rock it isn't sand cause it only comes off when you scrape it hard it also isn't bleached coraline cause there wasnt coraline there to begin with

Does anyone know what this is?

See the issue is my nutrients aren't that high. And the tank has 4 80w t5s 15cm above on a timer for 12 hours a day 7 to 7 so cant be that

Also no sunlight reaches the tank it's in the middle of the room as a divider

if you have no corals try using less light during the day or nights I also use the same amount of light time on my tank for my Xenias but the algae grows like crazy . If you don't have a clean up crew may I suggest some hermit crabs and few snails . hermit crabs are so much fun to look at .
