Has anyone seen this before? ID help

Didn't want to post in the hitch hiker group but I noticed that yellowish slim growing on some of the rock in my sump. Anyone have an idea of what it is. The black is carbon that ripped out of its bag -_-

Maybe some type of sponge? Does it blow away if you baste it?
