They look like a new socket ready version of the old Power Compact Lights that I started out with years ago. They used power,produced heat, but grew corals like mad. I am unclear on the strength of PCs, if 10w is enough to do anything.
There is also no reflector. This means that light is going to be shinning out into the room equally as into the tank. It is not like LEDs that will shine straight down. They will need to be in a fixture with a reflector or you will be lighting your room as well.

Well I got the light anyways, picked up 3 of them for 20 dollars. If I don't use them on my tank they can become garage lights. I'm doing a 20 gallon build using stuff from old my 75 gallon tank. I had a light fixture for a screw in type bulb. I took 3 pictures first picture just the reef sun compact, the second picture I took with just the blues on my led, the third pic both blue LED and the compact bulb

I also used these LEDs and my frogspawn did fine with just the LED lighting but I also ran just T5 in the past with great success, so maybe a little kick of florescent light may help some? Without breaking the bank.
Yea those will work pretty well.
