Having trouble building a pod population.

I have a 130g system with sump which is 2 yrs old I’ve seeded the tank 3 times already and I still can see pods anywhere in my sump or display. In my sump I have a pod condo and rubble rock I don’t have cheato b/c I don’t want it. I feed and light wait 20 min to look for pods and I get nothing.

My tank consist of
Yellow / purple tang
3 clowns
Wrasse
Damsel
Anthias

Alk 8.35
Ca 425
Mg 1380
Salt 1.025
Ph 8.5
No3 5-10
Po4 3 ppb
Temp 79.7

Generally phyto plankton, chaeto and lighting will get you rolling

I don’t want chaeto if I don’t need it... even if I don’t have chaeto in by sump do I still need a light... currently I have a pod condo, and 2 big pieces of LR in my sump...
