Hawaiian Flame Wrasse Quarantine

Hey guys, I have a Hawaiian Flame wrasse pair, a blue tang, coral beauty, two clowns, and a fire fish. I had more but I had velvet outbreak in the main and pulled them all immediately but still lost a few in a friends quarantine. We dosed prazi pro and cupramine in small doses knowing it could be hard on the wrasses; but also knowing that the velvet would 100% kill them. I lost a Scott to the velvet, but the rest seemed to have been cured. A couple weeks later and my Melanarus got taken out by some kind of flesh eating bacteria, and a few days after that the margin wrasse by either ick or velvet can’t tell which at this point; and then the blue tang started scratching again. So knowing I still have an issue I set up my own quarantine, and after a couple days everybody is still fat and healthy, but the blue tang is beginning to scratch again. So I’ve read up on it and seen that Coppersafe if ramped up slowly can be safe to use on the wrasses, but tough enough to kill ick and velvet......My plan is to start ramping up over the course of 5-7 days on copper safe and treating for however long I need to. It’s a 20 gallon tall, and I have activated carbon in the HOB filters.

My two questions are these - how fast should I ramp up the Coppersafe - Mls/20gallons

And will I have to remove the activated carbon, and ramp up water changes? Or is the carbon fine. Also I have a HOB skimmer, will that be an issue as well?
