Is this heater bad it looks like condensation in it. Plus something is not right with my tank some of my sps and lps are looking bad.

Looks like quite of bit of condensation in it. Personally, I wouldn't use it. Do you have a thermometer to test your water temp? A thermometer that is independent of your heaters and controller is a must. I lost a tank full of SPS due to a stuck on heater and controller not shutting it off. Murphy's Law says that a heater and a controller can malfunction at the same time. I used three different thermometers to test the tank because I couldn't believe it. As far as I know the tank temp only got to 85 degrees, but I guess that was enough to kill my corals, some of which were several years old.

My temp is good 3 difficult source but i think it leaking voltage

Take a voltmeter and put the black tip in the ground of an outlet and the red tip in your tank and find out. I recommend everyone do this test every month of so.

I'd pull it. If moisture is collecting on the inside, then chances are it is leaking voltage.

I had a Jager heater that had a seal go on it and water worked it's way down to the coil. The LPS and softies in the tank looked bad for about a week before I could finally isolate the bad heater.
