Heater Setting Off?

I have a Aqueon Pro Adjustable Heater,150W in a 36 Bow Front. The issue I am having is the heater has to be set on 84 in order to keep the tank at 77. I have a Hydor Evo 850 pointed in the direction of the heater to move the water. I have checked the temp with both a digital thermometer and a hang on glass. I do have another Evo 850 on the way to increase the flow. Is it normal to have that big of a difference between what the heater is set at and the actual water temp?

FYI, the tank has only been up for about 3 days and is still cycling.
 
It's not unusual for heaters to be mis-calibrated out of the box, but that's a pretty wide variance. And a 150 should have no problem keeping a 36 gallon heated. Possibly defective? Have you emailed aqueon about this? And how much flow do you have besides the pump pointed at the heater?

I am going to email them tonight about it. It says on the box guaranteed +/- 1 degree but I'm not counting on that. Right now the 850 is the only flow I have. I have another 850 that will be delivered Friday.
 
Not too uncommon. Is the heater on all the time? Its summer so I would think your heater would not be working too hard. Mine has not come on in several weeks.
It's going on and off, our house fluctuates between 74 and 75. The heater is still set at 84 and the tank fluctuates between 77 and 77.4. I think I will wait and see what happens once I add the extra flow on Friday. The single 850 just isn't cutting it, so I am adding another.
