Heaters in sump

I have two heaters titanium heaters with heater guards and suction cups on them. My sump is PVC hybrid. it does not have heater holders is it safe to just put them on the bottom of the sump. The suction cups would keep them off the bottom.

If this won't work what do you suggest?

Yes it’s safe to do so, most of us do it that way with no issues.
