my sump seems a little small for the size of my heaters, will it have any negative affects if the heater is resting on the acrylic in the sump? And this may be a dumb question but can the top of a heater be submerged as well?
 
Hi there, it should be just fine resting on the acrylic. The top can be submerged also. I submerge all of mine. Hope this helps, sorry Noone got back with you sooner than this.
 
The old school heaters could not be submerged. All new heaters (that I'm aware of) can be fully submerged.

And agree, no problem heater touching acrylic. Mine are actually mounted to an acrylic baffle, back to back, using plastic conduit clamps. Easiest to see in this picture, while the sump was being built.

It's a glass tube. Being able to competly submerge them would be very helpful. My sump seemed so big until I started packing it with media lol.
 
Yes, that Hydor heater is fully submersible.
