Hello, is this Hair Algae?

I am starting to get this odd looking brown algae on the glass only. Not sure if it is algae or dinos. Pretty sure it is algae. If so I have scrapped it off since then but it returns. Anything that will eat it or rid me of it?

How are your nitrate and phosphate levels in the tank? If they are very low to zero, you can get this type of growth. CUC of lippets, trochus snails can help remove the algae.

Levels are a little lower then normal but not bad.
