Im worried it is dying, i have heard they should be on the sand, should i move it? Also some debris is on it is that ok?

It looks alright to me. Could be acclimating to your tank. What kind of lighting did it come from? Similar to yours?
What are your parameters? How old is your tank?

The parameters are very stable, and the tank is a few months old, but has all the beneficial bacteria because i used live sand and live rock, as well as letting it go just with two clownfish for about a month. The lighting was similar to mine, should i move it to the sand?

What kind of lighting do you have? You could move it to the sand I just wouldn't keep bothering it. They will normally move around on their own till they find a spot they like. Even if you have similar lighting you may have to lower the intensity and then gradually raise it.

They are hydra LEDs

Also I just tested salinity and it is a bit high, could that be why it is doing this?

How high is a bit high? Whenever I add an anemome it has its good and bad days, inflates one day, deflates to the point where I think its dead the next. Usually settles within a week or two. I wouldn't call it yet that something is wrong

It is at about 1.028 maybe 1.029

+1 on salinity and lowering slowly.
What intensity do you have your lights set on?
I wouldn't run them at 100%. I have radions and only run them at 45%.
Also as Cody asked, ALK and PH?
