Help Bangai cardinalfish beat up

I found it really beat up and missing some fins today and not sure why it happened. He’s been living peacefully for almost two months with my other fish. I just got a cleaner shrimp a week ago but I don’t think he would do this based on what I read but I could be wrong.

Tank mates (aka possible culprits):
Clownfish pair
Royal gramma
Cleaner shrimp

Any ideas on what could have happened? I suspect it must have been the clownfish. The gramma has no injuries. I’m currently isolating him in the tank but I don’t think he’ll make it. Anything else I can do? TIA
 
Royal grammas are jerks
Specially in a small tank
Clowns can be aggressive too if in a small tank
But grammas are tools of a fish
 
Those are definitely all culprits and I would generally point to the clownfish as they are by far the most aggressive of the bunch and especially if they have been in the tank for an extended period of time as they tend to be territorial to only a very small spot but given enough time left unchallenged they can take over the whole tank. However I wouldn't exactly expect the clownfish to deliver the type of damage your describing. For that I would more suspect the shrimp but it would certainly be rare to have that happen. What species of clownfish/shrimp?
 
Before I caught him and isolated him I saw him kinda getting sucked towards my Nero 3 because he was too weak to swim which probably messed up his fins so badly :( This probably happened a lot until I noticed
 
WB Peninsula mini 25 technically like 23.7 gals I think
my first tank was a 15 gallon i bought on craigslist. it had 2 clowns and a cardinal. when i got it the cardinal was taking a beating and wouldnt come down from the top corner of the tank. had to sell it to my LFS. clowns can be brutal in small tanks

Plain oc clowns and scarlet skunk cleaner shrimp
 
Here are the tank mates. They were all juvenile and roughly the same size when I got them. The cardinal is currently in this feeding cup. By the looks of it he probably won’t make it... I at least wanted to learn more if I end up having to replace him with the same or another kind of fish

okay yeah that definitely makes a whole lot more sense. Sorry I wish your cardinal the best!
