Help black cardnal fish sick

My cardinal fish coughing up food and has a little white streak on his fin

Pictures are hard to see much. I do see some tattered fins. Have you checked for flukes using a 5 min FW dip?

Thank you based on the descriptions it seems like Lymphocystis because it's just a little white bit on the edge of one of his fins so it says just wat it out but is there anything to do to help

Pristine water conditions. Great quality food. Avoid flake or pellet. A fish "smoothie" made with frozen cubes: seaweed, clams, mysis, cyclops, etc. Take one of each "flavor" put into a tupperware and place into the refrigerator until the cubes "slump." Drain off excess water. Add a few drops of vitamins like Selcon, Zoecon, etc. Mix and feed. Small feedings are best. Your fish will love it. The mix stays good in the fridge for a few days.

If its lymphocystis just keep good water quality and diet as mentioned by Big G

Watch carefully though, as a bacterial infection can look similar and I see tattered fins...
