Help.Cardinal fish has a problem

Had a pair of bengali for a few years. This week one isn't eating froz shrimp (but might be eating copepods at night) and I noticed a red area in his/her tail. Any ideas what it might be?

It may have some type of bacterial issue, due to water or lack of diet . Banghai need more than just shrimp as mine eat 14 different diets.
Some are :
spirulina brine shrimp3
LRS fish frenzy
rods original diet
mysis shrimp
small plankton

Add garlic extract to the foods 2-3x per week.
